He said it all started off with some 'women-stealing on both sides'. This was escalated beyond reason when the Greeks over-responded over Helen and destroyed Troy, leading to 'perpetual enmity'.

Athens and Eretria sent military assistance to the Greek city-states within the Persian Empire when they revolted in 499 BCE in Asia Minor. They went too far in burning down the Persian provincial capital Sardis, and in particular burnt the temples and gods.

Persia sent a punitive expedition to capture these two cities in 490 BCE to install tyrants to keep them quiet and not interfere within its empire. The revenge motive was there, but was secondary to wanting to stop disruption to peace and prosperity within the Empire.

As it turned out, Eretria was captured and part of its population deported to Asia Minor, but Athens, with the assistance of neighbour Plataia, repelled the attack at Marathon. This persuaded Persia that the best thing to do was to bring all of mainland Greece within its Empire and so impose peace on all those Greek cities. When Athens was captured by this invasion in 480 BCE, the Persians destroyed the Athenian gods to even the score.
