Check to make sure the plug (on the back of the lamp or fixture) is in the correct position.
Secondly, the accident could have caused some wiring damage ... if the wire for the low beam was severed, indeed only your high beams would work.
You made need a bulb that has both the high and low beam, a small sportier car usually has just the one bulb but sometime you can use just a high beam or low beam bulb to replace it.

I have recently been researching the same question and the consensus is that the headlight switch needs to be replaced. Several people have said this solved their problem.
I think I answered my own question. My left headlight recently died, so when I replaced the headlight suddenly the problem went away. I'll post again if the problem returns.
your headlight switch needs to be replaced. My Lincoln had the same problem, it all stems from the auto dimmer feature...replace the headlight switch (mine was 70-100 dollars) and your lights will work fine.
Is it just the cluster or the whole dash lights are out? If whole dash check the fuse or as I have had similar problem light this was the headlight switch and replaced it.

Is the problem the result of a faulty limit switch? Wiring? Headlight bulb? Headlight switch? Electrical connector? Find out why it isn't working then repair is generally a simple process.
I have had much experience with this problem. You will need to buy a new headlight switch assembly and find where the headlight wires are shorted. I just replaced the switch but it kept burning out. It wasn't until later that I found the short in my headlight wires behind the driver's headlight where the wires come through the rad support. Happy hunting.

I had the same problem with my Camaro (also a 99). The alternator was beginning to go and it was arcing. I had it tested and the problem was so small the test did not register the problem. As soon as I replaced it though, everything worked fine.
I would check all the wiring first. Then, you should probably figure out if any lights need to be replaced. That's my guess.

I also own a 97 Ram 1500. Recently my headlights would go out when I tilted the steering wheel into the down position. I replaced the multi-switch (wipers, brights, turn signal) and the problem was solved.
