I am about to attempt this same procedure on my 97 also, according to the Haynes Manual, theres a screw on the parking brake handle that you have to remove, and one on the shifter also, after that its just a bunch of plastic fastners. once you remove the console and the floor panels, its supposedly just held in by 2 clips. So I would say no, no special tools
is it hard to change the water pump on a 1992 Oldsmobile achieva. Yes, it is very hard to replace a water pump on an Achieva. When the pump died on my 1996 Achieva, the engine needed to be unbolted and removed to get to it. As I recall, it cost about $500. I have a 95 Olds Achieva 3.1 and the water pump was very easy to change. Mine is on the front passenger side of the engine. Very easy to get to, just be careful not to break any bolts off. lol

the filter is under the car even with the rear tires coming a few inches out from the gas tank there are two lines going to the tank one has the filter on it its very simple to reach and change
You will have to change the computer and wiring harness I believe. The 95 is most likely an OBD I, and the 2000 is an OBD II. If it is one of those OBD I and a half, or whatever they called them, you will still have to swap the computer and wiring harness. I don't know if GM used the I and a half on the Achieva, but they did on the S10 Blazers in 95.
