Need to replace the blower motor resistor which is located just under the passenger side dash. 2 bolts on either side will remove it. Cost of replacement resistor is about $20.

Keep in mind if the new resistor burns out in a short time, next time replace the blower motor also. A failing blower motor can be the cause of burning out the resistor.

It could be a blown fuse but more likely it is either the blower motor resistor or the blower switch itself. TJ's are prone to overheating and melting blower motor switches because of high current flowing through them. To test the switch, check all four fan speeds to determine which of them is inoperable. The blower motor resistor regulates the blower speed on positions 1 through 3. If the blower doesn't work on any position 1 through 3 but it works on full speed (Position 4), the blower motor resistor is bad and needs to be replaced. If the blower doesn't operate at full speed (position 4) the blower motor swithch is bad and you need to replace switch assembly, After that, check the lower fan speeds to make sure they work. If any of them doesn't work, replace the blower motor resistor also.

If you are talking about the blower motor speed settings, and it only works on the high 4 setting, then the Blower Motor Resistor Pack is bad. Replace it. It is located under the dash on the passenger side.

the reason blower does not work on all speeds, is the fan blower motor resistor. The resistor is a 4-5 step series circuit, 1 resistor is added for each reduction in speed. If one burns out then so will all speeds below it. The "high" circuit usually has a separate fuse and bypasses the resistor altogether.

First check your fuse 25 amp #12 on the drivers side fuse compartment then if it only works on high speed you have a bad resistor board (speed control ) this regulates the speed but is bypassed on HIGH.... next pry back the plastic cover and give the motor a rap with a screwdriver or hammer with the key on and blower switch on of course. if it starts you have a bad blower motor.. there are two types 1 wire and 2 wire so get the right one and good luck getting that plastic cover off...
