You will need to change the brakes and rotors on the Honda Civic to see if that fixes them. If not, take the car to a mechanic and have them fix the problem.

try replacing the blower motor resistor. I had the same problem and that was the fix. Right under the black sheild under the dash on the passenger side. 10 min fix.

The blower is common to hot and cold air. If it is only cold air that is a problem, then the problem is not the blower motor. The blower motor is actually in the engine compartment, passenger side at the firewall.

Check the fuse. If it is OK, apply 12 volts directly to the blower motor and if it runs, you probably have a defective Resistor Pack. Very common problem. The only fix is to replace it.
