Of course, it is allowed since the first teachings of prophet Muhammad (PBUH) and his call for Islam. Quran, Muslims holy book, called for voting that is called in Arabic 'Shoura' or consultation. This Shoura was practiced in the election of the first Caliph to rule the Muslim State after prophet Muhammad (PBUH) death. Refer to question below for more information.

There is nothing that specifically forbids voting and this is commonly discussed under the concept of Shura (شورى), which means counsel-taking. Muslims typically defend democracy as legitimate under the concept of shura and while it is possible to come this kind of defense, it is not a common scholarly opinion. Most scholars, both among Sunnis and Shiites argue that the exact nature of the political system is not important, it could be a democracy, Dictatorship, monarchy, etc., as long as the state enforces religious Islamic Law. As a result, a democracy is permissible according to these scholars as long as the people vote "correctly" on issues. This means that a Muslim-majority democracy would be illegitimate if the people voted for gay marriage, for example. Now there are Muslims who would argue that the democracy is legitimate even if it comes to religiously wrong conclusions, but it is not a popular position among the scholarship.

The majority Islamic scholarship's support for democracy is very much like Henry Ford's famous comment on the Model T: "Any customer can have a car painted any color that he wants, so long as it is black." It is a democracy devoid of actual choice.
