While it is possible to get breast cancer at age 13, it's not common. Also, Breast cancer does not typically manifest in a form that looks like another nipple. Without seeing it, what you have sounds more like a cyst than cancer, which of course is far less grave.

You should have this looked at by your family doctor, who can make a more informed decision about treatment, even if it isn't cancer. Note that while I'm pretty sure I'm right, getting anonymous advice from well-meaning laymen is no substitute for getting better info from a medical professional.
