The DMV states:
"Missouri drivers between the ages of 18 and 21 who have never held an instruction permit or intermediate license may apply for the under-21 full driver's license if they meet all other eligibility requirements."
I'm not sure what the other eligibility requirements are though...
I've been trying to find this out myself, so any other answers, or an explanation of what the DMV means by the above statement would be greatly appreciated.
You have to be 16 to get a Drivers License in the state of Florida. You can get your Learners Permit at age 15. But, if you turn 18 and are without a Learners Permit (or license), you can skip the permit and get the license after the basic driving tests.
