The capacity of a battery to accept a charge becomes reduced through age or other factors such as repeatedly allowing it to fully discharge. It will charge, but not to its full capacity. Thus, while the charger may show that the battery is full, there may be so little actual charge that it goes dead immediately when the device is turned on.

That depends on the battery, and the charger. my charger has different settings for higher amps to give a faster charge or jump. A fully charged battery will show 12.6 volts. The charger will read it's maximum amperage if the battery is totally discharged. A fully charged battery will read 12.6 volts with a digital DC volt meter. If it reads 12 volts it has less than 25% charge.

However when batteries has been charged fully,they will show different characteristics. some battery has show the voltage dropped,but in fact they has not been charged fully,even charged a little just because the wave input voltage.some batteries has show the voltage dropped,but the batteries has charged fully for a long time.So acccording to the △V not to determine the fully charged.△T has the same problem and when the same battery charged fully will come different temperature,if the charging current is different. If the charger has a ammeter on it then it should show close to zero which means the battery is no longer pulling any current from the charger which would mean the battery is fully charged. If it has only a voltmeter then it should show 12.5-13.5 vdc

If it is just a little low, charge it like normal. If you left your lights on or for any other reason, and the battery is completely dead and you are having trouble getting it to charge, hook it up to the charger and turn it to boost. You want it to send as many amps as possible to the battery. You leave it on boost for 2 to 3 hours, and the battery should be rejuvenated. It is very common for the battery to discharge on a vehicle sitting idle for 3 months. First disconnect the positive + & negative- battery cables, and clean the battery post and cable connections off. Apply a thin layer of dielectric grease or Vaseline to the battery post and connect the negative - cable. Put a battery charger on the battery and let it fully charge overnight. If it will not accept a charge it is defective. It it does show fully charged, connect the positive + cable and see if the engine will start. if not, then more than likely the battery is dead and needs replacing.

How do you know when the battery is dead?
A visual check shows an excess of white buildup between plates. This is lead sulphate. If it is touching both plates in a cell, that cell is dead. This reduces power from the entire battery and may render it useless for applications that need full 12V. If a battery does not retain charge despite long hours of charging, it is dead. The lead oxide paste may have flaked off or the lead plates may have corroded leading to non-retention of charge and a dead battery is the result. If charging does not raise battery voltage or show adequate current according to its Ah rating, the battery is dead. If it is dried up and left unused without recharging for a long time, the battery dies.

Your battery is probably fully charged and the brief flash of the icon is just the charger "topping it off". There is nothing to fix, as nothing is wrong about this charging behaviour.
