Can a distributor signal rotor go bad and if so how can you tell?
Yes! If you have a suspicion that it is bad, just replace it. Very cheap repair. The distributor cap may also need replacing. Look for cracks and arching.
Any of the following: -Idle speed needs adjustment -bad PCV valve -worn out spark plugs or plug wires -worn out distributor & rotor -leak in vacuum lines -bad fast idle thermovalve -Bad oxygen sensor If you have an older car with over 70,000 miles on it, I would start by replacing the PCV valve, spark plugs & wires, distributor and rotor.

Car has very noticeable power loss and it sometimes will stuter and rpm will go really low. Wont start right away. Replaced spark plugs and wires and it's stil bad. Distrubutor cap and rotor or what?
I can think of three things. it could be a bad distributor cap and or the rotor. the wire going from the coil to the distributor cap could be bad. the coil itself could be bad. check the wire running from the coil to the cap and make sure its properly seated, that's usually what happens to me after some hard wheeling in mine.
