Bettas can swim anywhere in a tank but they tend to hang towards the top third most of the time.
keeping multiple bettas in the same tank is not reccomended
Yes a Betta can go to the bottom of a tank and stay there for quite some considerable time. The length of time the fish would be capable of remaining before surfacing and taking a breath of air would vary depending on various factors including temperature of the water.

Just watch how they interact and if the betta is being aggressive isolate him. Bettas can be with other fish as long as the betta is a different color and there arent any fish with similar fins.
Bettas go great in a community tank. Tetras, Loaches, and Cory Catfish all go well with Betta fish. Anything that doesn't have large, flowing fins and isn't a fin-nipping fish will do well. Just be sure to add the Betta last or he might be territorial and vicioius toward the other fish.
