I would say yes, in fact the engine you are removing SHOULD have one since it is a 2000, the wiring harness should already have the connector attached.
replace egr valve.
Remove the wiring harness from your 2000 Dodge Stratus EGR valve. Remove the EGR valve retaining screws. Reverse the process to install the new EGR valve.
A 2002 Dodge Stratus with a 2.7 liter engine does require an EGR valve. This valve can be found near the top of the engine.
If the light is on, it will need checked and diagnosed.
A 1999 Dodge Ram does not have a water control valve.
The 1998 Dodge Grand Caravan 3.8 liter engine EGR valve can be found on the top of the engine. The EGR valve will be near the back of the engine.
Replace if failed.
The PCV valve on a 1991 Dodge Dynasty 3.0 engine is on the passenger side of the vehicle. It is on the crankcase.
A 1998 Dodge Ram does not have EGR.
You could transfer the upper intake manifold from the old engine to the new one one, and voila! you now have a non-EGR engine!
Just pull it out and replace it . The PCV valve is the simplest thing to change out on most vehicles. It sits up on top of the engine with a hose going to it.
Usually you replace the egr valve.
