No, they do not come turbo. Yes you can boost them though. I was running a KA on boost with stock internals just fine. Obviously do not turn the boost up to 20 pounds or something..

No you can not simply turn off a turbo. You may be able do disconnect the vaccum line from the waste gate and some how rig it open all the time. This may limit boost to almost nothing but you will have tremedous amount of hisitation during acceleration. your best bet would be to install an aftermarket boost controller and turn the boost down as low as it will go. Other than that your only option is complete removal of the turbo
