No. Eggs are needed and also the oils need to be added it to be moist and delicious. The mix is just the chocolate flavor and the sugar, flour, and other baking powders you need. The mix would be watery and it just won't bake (imagine Hot Chocolate mix mixed with water and putting it in the oven).
