There is no capital of Europe. Europe is a continent, not a country, and continents do not have capitals. The continent consists of over 50 countries, each with their own capital cities. There is an organisation called the European Union whose headquarters are in Brussels, Strasbourg, and Luxembourg. The European Union is not a country, and it only has 28 of Europe's countries as members, not all European countries. Brussels is the capital of Belgium, not of Europe which is a continent, or the European Union, which is an organisation. Europe is a continent, It doesn't have a capital city.

There is no capital of Europe. Europe contains many separate countries.

While Europe consists of many countries, the European Parliament sits in Brussels and that is the home of the European Commission. as such it could be called the capital of Europe.
