Pools can also be commercial strength bleach washed or high pressure washed if the effected area isn't that bad. There really is no "best". The key is to keep your water as perfectly balanced as possible to avoid needing an acid wash to clean the plaster. An acid wash actually takes off a small layer of the plaster. Also note that products such as Pebbletec are a bit rough on the feet, although it is beautiful.

If you are going to acid wash your pool find someone who has done a couple hundred of them as I have replastered many pools because an idiot did an acid wash improperly.

Drain, pressure wash, and acid Wash the pool. If the plaster is old, it should be resurfaced. Resurfacing the pool will give you a new warranty and a longer life on your pool.

Sounds as if you did not filter the pool water for at least 24 hours before adding chlorine. You also may have added too much chlorine at one time. That brown is iron and if you did not react to it immediately it will most likely be somewhat perminant. If pool is plaster a light acid wash will usually correct. The acid wash can be done in two ways; with the water in the pool, sometimes called a no drain acid wash or pump out water and acid wash in the regular manner. Must be professionally done. Can a recently retiled pool be left empty during the winter and full in the summer or will it damage materials?
No. Do not leave you pool empty during the winter. Numerous problems are caued by draining the pool and leaving it empty.
