De jure means 'in law' and de facto means 'in fact.' De jure discrimination means that a law, by the way its read, is discriminatory; de facto means that it looks fine, but it will probably lead to discriminatory practice.

De jure means by right and according to law. De facto means existing without lawful authority. Racism is a belief that races have distinct cultural differences determined by hereditary factors and this endows some races with superiority over others. This belief therefore does not require any intervention by the law, superior races may enjoy the fundamental right to act with this authority as long as such rights are of peaceful intent

The problem is that if racism becomes an abusive and an aggressive form of behavior towards members of another race on the basis of such a belief, lawful intervention is obligatory
