He didn't. This is an internet myth. Mexicans who come here legally follow the same process for emigrating to a new country. Mexicans who are in the country illegally do not have papers, nor has the president given them any. But that said, Mr. Obama believes (as did President Bush before him) that we desperately need Immigration reform. While the Obama administration has deported record numbers of illegal immigrants, the president believes that the many who have been living here for a long time (especially those with young children who think of themselves as Americans) should have a pathway to obtain citizenship. This has been a very controversial subject and when President Bush tried to reform the immigration laws, congress refused to go along with it. It remains to be seen whether President Obama will be able to get congress to issue some reforms.

It should be noted that "Mexican-American" is a term that refers to Americans whose ancestry is Mexican.
