Hirohito did not ORDER the attack on Pearl Harbor. He permitted the attack. Admiral Yamamoto was the Admiral who ordered the attack and later regretted it because he failed to wait for the notification that war had been declared on the USA. He said, "We have woken up a sleeping giant." He was very correct on that thought.

Tojo did not bomb it himself, he did order the surprise attack on Hawaii, also known as Pearl Harbor.
