When Nixon became president the war was still going on. He expanded the war by bombing Laos in secret and sent in more troops. In 1974 he began peace talks with Vietnam and his Secretary of State concluded an agreement to end the war. Basically Hanoi was turned over to the communist and the race to get out of the country turned into a blood bath.

Ohio National Guardsmen arrived, on line, they were face to face with the "students" (protesters/rioters), stones, bricks were thrown at the Guardsmen; Guardsmen opened fire with their M-1 Garand rifles (WWII Rifle) killing four students. Crosby, Stills, and Nash, commemorated the incident with a song, "...Tin Soldiers, and Nixon's bombing...Four dead in Ohio..."

They determined this by military and industrial build up.The policies of Nixon explained above were clearly diplomatic and were, I believe, the first real step toward the end of the cold war.
