From what I've read Native Americans don't pay state taxes on money they earn (or which is distributed to them by the tribe) if they live AND work within the tribal area. If they work outside or live outside, then that money is taxable. This is true in California and I assume true everywhere else as long as the tribe is federally recognised. In any event they still have to pay federal taxes.

The United States Constitution dose not make any mention of the above answer. It only states that Indians are exempt from taxes. There are no amendments to this part of the Fourteenth Amendment only two amendments giving the right to vote and dropping the discrimination on Indians because of age or gender as far as the voting right. The tax exempt status remains, without limitations or restrictions. There is no mention of eximpt only on reservations or on Indian lands.
We pay Federal taxes like everybody else but are exempt from state taxes. When travelling off of the Reservation we are required to pay state taxes. While we are allowed tomake any law so long as it doesn't interfere with any Federal Laws we generally adopt state laws as our own because that's just a good idea.

They can live anywhere they want to. Many cannot afford to live elsewhere, have family that live there, etc. In Virginia, the Native Americans that live on the two small reservations pay no state taxes, and like that.
