In some countries, especially those where wheat products are cheaper than corn products, wheat glucose syrup is used instead of corn syrup. These marshmallows have a significant gluten content. Pascall Marshmallows made in Australia by Cadbury are an example - see second link below. The outer dusting is usually corn starch, which is gluten-free.
