It depends on where you live. In Missouri you do need a valid driver's license to ride a 50cc scooter. However you do not need to title, register (get license plates), or maintain financial responsibility (get car insurance). Anything over 50cc carries the same rights and responsibilities of a motorcycle.
I have talked to people with scooters from out of state that go to school with me and I have found that the rules and regulations vary widely. For instance, some states do not require a license only if it has pedals, while others require full motorcycle registration and limit them to inner city roads.
