there is a little known oft argued clause in their owner's manual that talks about the seat belts lifespan. It says that they are warrantied for the "usable life" of the vehicle. Usable life means that the car has to be registered in your state or locality and not be a "rebuilt" or "total-loss" title.
If your car has never been in an accident and the airbags have never been deployed and your seat belts fail to retract or otherwise operate properly Honda will repair or replace them for free.

It is a common problem on the hybrids, but Honda has a lifetime warranty on its seat belts, and there are other shops that can fix the problem for way less than $1000.00 sounds like a rip off or scam to me.
i don't know off the top of my head but I know the Chilton manual (could be at your library) is really detailed on how to fix it.
