I don't believe so. If it has clips, they will be on the studs holding the rotors on. Just yank them off, you really don't need them.

remove the brake caliper and the rotors come right off
Yes , on the back wheels ( disc brakes on the front )
Actually , the 1996 Ford Explorer has small emergency brake shoes inside the back of the disc brake rotors on the REAR brakes only
It usually clips between the inner pad's back and caliper.
The brake reservoir is on top of the brake master cylinder. It's under the hood, on the firewall in front of the driver. The vacuum boost is the big round thing and the master cylinder is right in front of it. Slide the wire retainer to the side and the top of the reservoir will come off.
In order to get the right answer i need to know (front or rear)
My 1995 Ford Explorer XLT has disk brakes front and rear , so it takes brake pads 1991 to 1994 Ford Explorers had drum brakes on the rear , so they took brake shoes
These clips are attached to the front brake pads to keep them from rattling inside the assembly. If you are doing a brake job, just notice how the clips are attached when you remove the old pads, then reattach them. If they are broken or missing, get a new set where you got the pads (the pads generally don't come with clips). don't quite understand question. whre are you trying to put these clips ?
try spitting on the front rotors. This helped and my brakes are like new
