Not usually. It is possible for the mater cylinder get suck in the apply position, but the brake pedal would not return to the up position after stopping. A more common problem for the brakes to be stuck applied is a locked wheel cylinder or brake caliper, or a jambed parking brake. These issues will be at one or more of the wheels, so check there if your brake pedal is at normal height.
Check the level of brake fluid in the master cylinder reservoir. If it is low that will illuminate the brake light also. If it is low on brake fluid it's time to have the brakes serviced.
It would be helpful to know: What vehicle you are working on. The condition of the rear brakes, and were they also bled. Does the brake fluid level stay full, if no then there may be a brake fluid leak.

The abs light is a separate system from the brakes.. I know that sounds funny but the abs system is after the break system. Your brakes will still work if the abs is inop. The brake light is usually a fluid level indicator in the master cylinder, not a light to tell you to replace the pads or shoes. I would look for a fluid leak or a problem with the parking brake.

Your brakes need bleeding. And if you have antilock brakes, you should take it to a shop to bleed them. It takes special tools to bleed antilock brakes. If you have regular brakes you can bleed them yourself. Could go into further detail but would take too long to explain. Refer to a repair manual. Note: bleeding antilock brakes without first disconnecting the sensor will damage the sensor and the antilock function will no longer work (learned the hard way, unfortunately).
The next time the brakes are stuck engaged, try opening a bleeder in one of the calipers to see if the pressure releases or not. If the pressure releases I would suspect a faulty master cylinder. If only one caliper is stuck, it could be a collapsed brake hose, stuck slider pins or a stuck caliper piston.
Something needs to be looked at. My daughter had the same thing then lost her brakes completely. Found the brake line broke ended up replacing all four rotors and brake pads. They had to remove the gas tank to replace the line and also replaced master cylinder. $1900.00 at a Honda dealership in Pittsburgh PA.

brake proportioning valve is reading a problem for the brakes you can bleed rear brakes they might have air in them chck you rear wheel cyl. or unplug the wire to the valve near the master cyl.
