it can do both. they can sound much nicer on certain vehicles and on others you wont hardly notice a noise difference. its really all in how you drive and what vehicle its being installed on. if you have your foot in the floor because you like the sound and the increased throttle response then common sense is it will decrease because you are putting it to the floor more. however, if your driving habbits stay the same then yes, you more then likely will notice a difference in gas mileage, for the good.
Yes. In my exprience a cold air intake and an exhaust can increa fuel economy. It gives the motor more power so you step on the gas less. Also a modified fuel injection system with proper air mix ratio can increase economy but may decrease power.

You will not damage your engine if you remove its cold air intake. The cold air intake system is merely added to increase engine efficiency and performance.
A cold air intake can either work for or against you... it can increase your horsepower, and thus lead to improved performance, but only if it still allows you to maintain the ideal stochiometric ratio (the fuel/air mixture)... otherwise, it'll decrease your power and fuel mileage.
