It depends on the ingredients used in the cookies. If the cookies are made with shortening, margarine, partially-hydrogenated fats, hydrogenated fats, or any highly refined vegetable oils, the cookies will contain trans fats.

Yes! most baked and fried snacks have trans fats. For baking hydrogenated and partially hydrogenated fats are used which have trans-fats. The process of hydrogenation twists one of the doble bonds in an otherwise good vegetable oil which is a raw material for making hydrogenated fats. Twisting a double bond with adjacent 'cis' configuration transforms this into 'trans' configuration. Similar process takes place while frying of snacks. So it is best to avoid not only baked goods but also fried goods.

Does 0 grams of trans fat guarantees that there are no trans fats in the food?

No, it does not. The FDA allows food products to be labeled 0 grams trans fat if there is less than 0.5 grams of trans fat. A way to double-check that there is no trans fat is by checking the ingredients list. If is says "shortening", "partially hydrogenated oils", or "hydrogenated oils", then there is trans fat in the product.
