I had to call WB Games support for the answer. Its a horribly painful procedure. I felt obligated to post the directions here Print out the directions and follow them to the letter.
To change the language in LEGO Battles Ninjago for the Nintendo DS, you must go to the Options Building on the right in the Temple.
This is the process to change the language to English:
1.) Turn the DS on and use the stylus to select and start the game.
2.) Go through the beginning credits to the Main Menu (it will shows clouds moving in the background).
3.) Select the option to continue and select the profile that was previously being played on (indicated by the name that was chosen).
At this point, one of two things will happen. You will either A.) Be shown a cutscene with a man climbing a mountain. Or B.) Be shown a single character in the middle of the screen with a red outfit.
If you are A.), read from Step 1.)
If you are B.), read from Step 28.)
1.) Press the "Fast Forward" button >> on the bottom right to get through the cutscene. Then, select the Check Mark with the stylus on the bottom right of the screen. You will see a loading screen with a golden ninja star.
2.) You will see four characters moving across a snow field on a blue path.
3.) A Red "Continue" button will pop up. Press this Continue button with the stylus repeatedly until the button disappears. The characters will be at a camp fire.
4.) The first Tutorial option is to press the D-pad directions to move the camera (up, down, left, right). Do this first.
5.) Select the Continue button until it disappears.
6.) An arrow will display over one of the characters at the camp fire, use the stylus to select the character. Then press the "L" Button on the left shoulder of the DS.
7.) Select continue
8.) Make a Box with the stylus by pressing and dragging from one point of the screen to another. Use this box creating feature to select all four characters around the camp fire.
9.) Select continue until it disappears, then, navigate the characters south to the golden arrow shown on screen. Remember, you must move the screen with the D-pad.
10.) You will hear a ring. Select continue until it disappears.
11.) Navigate all four characters south along the blue path. As you continue along the path, the white clouds will reveal more of the path to you.
12.) You will reach a second golden arrow and a cut scene will show a building being attacked by skeletons. Select Continue until it disappears, move the characters south to the building, and defeat the skeletons by selecting each of them with the stylus. Your characters will attack the skeletons until they each disappear.
13.) Select Continue until it disappears.
14.) Move all four characters east following the blue path until you reach the samurai.
15.) Select Continue, you will see a "Mission Complete" message. Select Continue, NOT explore.
16.) You will see a new area with a dirt path now. Select Continue until it disappears.
17.) Select the first three characters and move them north east.
18.) You will see a golden statue. Click Continue until it disappears.
19.) Move the characters to the statue and select it to collect it. Click Continue.
20.) Continue along the path until you reach a skeleton. Defeat it and continue up the stairs with the Characters.
21.) Select Continue and pass the Shrine building. Continue along the path and attack the skeleton.
22.) Continue along the path up the next set of stairs.
23.) You will see another cut scene with skeletons attacking a building. Click Continue.
24.) Navigate your characters down the path and defeat the skeletons. You will see another cutscene with yet more skeletons attacking another building. Click Continue.
25.) Navigate your characters up the path to the next building and defeat the skeletons. Select Continue until it states "Mission Complete", then select Continue again.
26.) Select Continue and you will see a Mission Complete page with stats. Select the check mark on the bottom right.
27.) Select Continue until the last building is shown with the tree.
28.) When you are able to move the red character, move them to the right to the tree building and select it.
29.) Press the check mark to enter the options. The very bottom option will have a red arrow pointing left and right. Select this until is says "English" and then select the check mark. You are now in English.
