Check the fluid level, if that's up you probably have a serious transmission problem. It's possible that the filter is plugged, but if it's plugged that usually means that the clutches have disintegrated... so you probably have a serious transmission problem.

I was not aware that the Grand Marquis came in a manual Transmission! If it was an Automatic Transmission I would say take it to a Transmission Shop and have it looked at.
This is commonly cause when the transmission is replaced and the shift linkage is not hooked up properly. Find the shift cable on your transmission and disconnect it, then put your shifter into park. The transmission linkage needs to be put in park as well. Now that both the transmission and your shifter are in park, you can adjust the cable accordingly and reconnect it. This should solve your problem.
This should be really simple, if you've already removed all of the bolts which hold the shifter in including the one behind the shifter hole in the trans, the shifter should slide right down into the transmission (provided the transmission was in neutral when you pulled the shifter)
A problem with several causes. First i would check and make sure that all the linkages were working between the shifter and the transmission. most of the time,there may be a loose bolt or missing pin on the linkage. if all of that is o.k., check fluid levels to make sure it is full. If all that is o.k., you probably need to see about a transmission or transmission repair.
Remove the shifter cable and switch from the drivers side of the transmission and the seal will be driven over the small shaft and into the transmission case. The shaft is the one that the shifter cable hooked to.
