Have beach house with 3 other people we pay expenses other people use it for nothing think forming an association will work?

If you and your two friends get along well then yes. You should be charging strangers to rent out your beach house and have insurance on it as well as draw up a contract to be signed for each person who wants to rent it. All of you should take on the responsibilities. I live in British Columbia, Canada and Whistler Mountain where the 2010 Winter Olympics will be held have all sorts of condos, etc., that are used by their owners for part of the year and rented out for other months of the year. There can be good money in it.
