Check the thermostat or heater core
When you have the heater on, does it just blow any air at all? or no air?
If it does not blow at all then that is a problem, but if it is when you first start it, the Caddy will not blow air on you until it is the selected temp.
first of all i hate to say an obvious answer but does the heater motor even turn. Does it blow air at all. The first thing i would check is if the fan motor is blowing any air at all. The blower on the back heater may need to be replaced on the 2000 Ford Winstar.

Because it is dirty and needs cleaning and/or it is overfired.
Run a new ignition switch controlled "hot" wire directly to fan motor
if it doesn't heat your heater core is most likely clogged and if it doesn't blow at all then the blower is messed up.

All my fuses and relays work. My horn and cruise control do not work. Also my airbag light is flashing. Could it be the clock spring and if so How do I change it out.
have you checked your fuse? If it won't blow out the air it could be your blower motor.
Replace the electrical portion of the ignition switch
