Make sure the accelerating cable in the engine compartment is not too tight.

There is a governor on the 1991 Accords, but it is controlled by the ECU and cannot be removed without hacking the ECU. The fuel cutoff is at 7,000rpms but the governor is at 120mph. On the 1991 Accords, the engine revs are only around 4,800rpms at 120mph. A mod garage can disable the 120mph governor by accessing and hacking the ECU. Disabling it will not cause problems but the car may become aerodynamically unstable at speeds above 120mph without suspension upgrades.
maybe because your transmission needs fluid.....if it revs up and doesnt move, your car is not shifting gears....either you need fluid, or a gear is stuck.....check your engine for fluid and see if it's low. if not, take it in and get the transmission looked at.
Yes, the computer is programmed to only allow a certain rpm while in park.
While it is revving that high, place your foot under the gas pedal and gently push up. If it revs down, then you need your accelerator cable adjusted.
