They bear a few similarities, some of which are:

1. They are primarily federally funded. While Medicare is entirely Federally funded thru taxes imposed upon employers and employees, Medicaid is a joint State-Federal program.

2. Both are funded by taxes. Although the money paid by employers and employees are called "contributions", in reality, neither can opt out of payment.

3. Both have a medical payment element. Among the benefits obtainable through Medicare is a form of health insurance for people who have "contributed" into the system for a stated period of time and who meet other prerequisites. Medicaid also provides medical care, although it is furnished to indigent persons.
