1996-2000 Honda Civics have an inherent problem with the Multifunction switch that controls wiper operation. If the "OFF" position means with the car running, and the wipers turned off, the switch is probably bad. The switch is located in the steering column, and is approx. $250 to repair, depending on where you take the vehicle.
If the wipers continue to run even when the car is turned off you likely have a short to power/short to ground in the electrical wiring to the wiper motor itself because the ignition switch switches power off to the wipers when it is turned off.
I would suggest taking the car to a trusted garage to get it looked at. 99% of these problems on 96-00 civics are the multifunction switch... If you are mechanically inclined and somewhat patient you could probably save yourself $150 and do it yourself, do some investigating and see if you feel comfortable with the procedure.
