The answer to this question really depends on whether you are asking Mr. Obama's supporters or his political opponents. His supporters would say he has changed the world for the better, by making America respected and admired again in the international community, after eight years of the very unpopular President Bush. They would also say he has made the world safer by leading the mission to kill Osama bin Laden. And they would say the fact that America has a black president after a legacy of several centuries of segregation and slavery is a powerful symbol: it proves that in our modern world, a candidate is judged by his (or her) abilities rather than just by their race or ethnicity. But the president's political opponents would disagree: they would say he has not changed the world, or they might also say he has made things worse, since they believe he has appeased America's enemies and not portrayed strength the way they believe President Bush did.
President Obama remains very popular in many countries, according to a number of public opinion polls. He is especially popular in Europe, Scandinavia, and South America. In fact, his focus on diplomacy and his willingness to reach out to other nations is one reason some people believe he won a Nobel Peace Prize. In a globalized world, the accomplishments of an American president can change international events, so the fact that Mr. Obama stabilized the US economy and by many accounts prevented a Depression is very important. Other actions which affected the world are the withdrawal of US forces from Iraq, and the plan to continue withdrawing US forces from Afghanistan. And the elimination of Osama Bin Laden and the killing of a number of Al Qaeda affiliated terrorists has also affected the world at large, in addition to protecting the United States.
It is difficult to say. On a symbolic level, having the first black president was important, and people in many countries found the election of 2008 inspiring. But on a policy level, there is still not a complete picture to evaluate. At this point in his presidency, President Obama's opponents would say his impact has been negative, while his supporters would say it has been positive; but the truth is it's too soon to evaluate his impact. Usually, historians wait for a president's term to end before assessing what was accomplished. That seems like a wise strategy, as it avoids the partisan bickering over whether the president did a good job or a bad job, and it focuses on the larger picture.
