There is an on-going shift and there is no one specific time or event that can be identified as the crucial component. The US kept the Philippines until 1947 and these islands were a major reason the US got into WWII. American military bases in the Philippines were the true target when the Japanese attacked in December 1941 - these bases had to be eliminated to deny the US the ability to interfere with Japanese plans for Asian conquest. Pearl Harbor was an extra elaboration, but the Philippines were the indispensable Japanese target. So McKinley may have thought he was talking to God, but it might have been the Devil.
