The passing of the 13th Amendment to the US Constitution abolished slavery. All US laws pertaining to four million Freedmen, formerly slaves required all laws dealt with slavery such as the Fugitive Slave Act had to be wiped off the books. In a similar fashion laws that dealt harshly to Irish immigrants also needed to change. As long as the immigrant population was small, few people and politicians had little pressure to change laws that nativists used to discriminate against immigrant populations. Additionally, as Westward expansion by white settlers caused problems with Native American tribes, new laws restricting these peoples into reservations were needed. Also, the new White supremacy groups in the South required legislation to curb their activities.
