Gorbachev launched Glasnost and Perestroika, which mean freedom and rebuilding, roughly. These two policies liberalised (as in made more free, not like American 'liberal') the economy and How_did_the_changes_encouraged_by_Mikhail_Gorbachev_lead_to_the_break_up_of_the_soviet_unionof the USSR. This meant that the economy began to go out of control due to the problems associated with central state planning's protectionism of industry and that the media was now allowed to write about the problems and criticism of the Soviet Union and its leaders that it could not before. Both of these problems were vital the the fall of the USSR because it lead to a collapse of its economy (the economy was too protected to convert back to capitalism easily) and political turmoil, especially by the growing ethnic violence in the union. When Gorbachev refused to intervene against anti-communist movements in Poland as his predecessors had in Hungary or Czechoslovakia, the Eastern bloc nations gradually fell to more capitalistic regimes and thus the Soviet bloc itself slowly collapsed. As it collapsed, constituent countries within the Soviet Union (especially the Baltic countries) wished to leave and become independent again, and they did.
