That is a very loaded question. During the process of writing the Constitution there were two sides: those who opposed what would become are Constitution and those that were in favor of the Constitution. Those opposed were the anti-federalists and those in favor were the Federalists. Federalists, led by James Madison and George Washington, believed that our country under the articles of confederation had failed because people were naturally self -interested and could not put aside there own wants for that of the public good. Anti-Federalists, led by Revolutionary war heroes Thomas Jefferson and Patrick Henry, believed that people were not self interested and when put to the test would act as virtuous citizens. They argued in favor of a more popular democracy that would include many citizens. On the flip-side Madison argued for a more elite form of government where there would be an elite representative body that would reign in the masses and actually act for the public good. Madison feared a tyranny of the majority and Jefferson feared a tyranny from a monarch. As you can see those Madison's republican ideals beat out Jefferson's democratic ideals
