Depends of what kind of "Noise" you're hearing. Maybe try jacking your van up and shaking your tires back and forth to see if your ball joints, or any connecting rods are loose.
When making changes to a car, it is important to have a diagram. A diagram for a 1998 Ford Windstar steering wheel column can be found in the maintenance manual, or a print out can be made at an auto part store.
Run a compression check to see if that is the reason for difficult starting. If compression is up get a tune-up and starting should be improved. Your power steering pump may just have an air bubble that is making the noise. Check the power steering fluid level and you might find the reason for the noise.
Typically, it may start to make a fairly loud humming noise, especially when turning the steering wheel (a little noise is sometimes normal). It may also 'pulse' when turning the wheel or while driving straight. While turning, steering may intermittently become stiff and then easy. The power steering fluid reservoir may be low (this should be checked regularly and never be allowed to run low). Power steering fluid leaks may be present (check for spots under the vehicle and/or 'wet' power steering lines and components). Also, many shops can help diagnose the problem for little or no cost. Try and find one you trust and take advantage of their expertise.
If your power steering pump makes a whining noise as you turn your steering wheel your power steering fluid reservoir is probably empty. The noise is caused when your power steering pump tries to pump fluid that is not there. This indicates that you probably have a leak somewhere in your power steering fluid lines. You can either try to find the leak or simply replace the power steering fluid every so often.
It is called pre-ignition, find a friendly mechanic.
Check to make sure that the fluid is full. With a helper and the vehicle sitting still in park, move the steering wheel fully side to side while one of you listens at the wheels to find the noise.
Its Your CV Joint Or Your Wheel Bearing ........... if it is your cv joint you will hear the knocking or clicking sound especially whilst turning corners.xxxx

Ah, the fine Windstar!! Have two of them myself. Just took one off the road and did the head gaskets on the other. Started her up and was the power steering was noisy. It had been sitting awhile, not quite a year and I don't remember it that noisy. Its not too bad straight driving but turning those wheels lets everyone know who you are! I'm going to find out for myself if the pump can be rebuilt or have to get another one.
It might be something as simple as the plastic/vinyl pieces rubbing against each other.Try some silicone spray.If it's not there, it may be the steering column linkage under the dash that's squeaking.Again, some lubricant spray may bring relief to that irritating noise.Now if I could just find out how to stop my 2001 seatbelts from squealing, I would enjoy that relief!
change the idler pulley
Probably just adjust the steering wheel via that little lever or knob(if electronic) "Up, Down, In, Out". Seeing how it is a 2007, it's more than likely just new plastic. Then again...it is a 2007 and should still be under warranty, so don't waste your time and go and have a little talk with Honda. It is still under warranty. Take it back to the dealer and let them find out.
