when the belt has no slack in it
if a serpentine belt is loose, it needs replacing. there is an automatic tension pulley on all serpentine belts. so just buy a new belt and install
Which belt? Timing or Serpentine? Serpentine is easy. Turn tension pulley with a breaker bar and pull belt off.

Regardless of what year your Caravan is, it is extremely difficult to replace a serpentine belt w/o a serpentine untensioner tool. This is a thin, long handle with a socket on the end that sticks out at 90 degrees of the handle. The socket slips onto the bolt-head of the tension-er pulley. Once the serpentine belt is threaded around all the other pulleys you put the untensioner tool on the tension-er pulley bolt and pull (or push) to achieve slack in the serpentine belt and slip it on the tension-er pulley.
If it has shocks, replace them. If it has torsion bars one might be broken.

The easiest way to access the pulley is to remove the front right wheel and fender liner. The pulley will be right behind the liner.

take off the serpentine belt by removing the tension from the pully let the tension back off should be 1 bolt holding on the tensioner on remove it and replace with a new one put the belt back on sometimes it is wise to make a digram of the belt routing first

Usually it takes a 3/8 or a 1/2 inch rachet on the spring loaded tensioner. simply put the rachet in the square hole and loosen the tension to get the belt off.
I own a 1993 Ford Taurus GL 4 door sedan 3.8 v6 and it has a serpentine belt, that connects pullies for the crankshaft, the air conditioning clutch, the power steering, the alternator, and the water pump! I just replaced my water pump so I know this to be fact. If there is a timing chain it is behind the water pump housing and not visible without removing the water pump housing cover!

Typically, there is one pulley that is mounted on a spring arm to maintain proper belt tension. Just turn the bolt on the idler pulley and the tensioner will release.

Looks like you have to loosen the tension on the serpentine belt first. Only one bolt is not easily accessed. If you don't loosen the belt, you have to hold the belt out the way (with tension on it) and try to get the bolt in and hold the housing up at the same time (good luck with that unless you have three hands), it can be done though. I am not much of a mechanic and it took me about 1.5 hours with the serpentine belt in place.
