Always best to bleed both sides if you change a brake line. EG: Both front or both rear.
Remove fitting at junction block (usually at center of rear axle) and disconnect at the wheel cylinder Replace line and bleed air from that wheel. Should only have to bleed that line
Remove the old and follow routing with new You will have to bleed the wheel that is affected
Jack up, remove rear wheel, remove emergency brake cable, loosen bleeder valve and bleed as normal.
You can cutoff the rear brake line. You will no longer have rear brakes and the fluid will leak out. It is not recommended that can't off the rear brake line, without replacing it.

the valve on the rear brake line is to limit brake force on the rear ie.loaded full pressure, empty reduced pressure to stop the rear brakes locking.
