Glass pack muffler is a term used to describe a muffler configuration that uses a "pack" or lining made of fiberglass strands to reduce and dampen exhaust noise. The "glass" cannot be "broken" like a pane of glass. Over a period of time the individual strands will deteriorate due to thermal expansion/contraction, harsh exhaust corrosive gases, and road shock. This will lead to a louder exhaust note but reduced back pressure.

The muffler doesn't have much to do with emissions. Some jurisdictions prohibit glass packs for noise reasons, but the exhaust going into the muffler is pretty much chemically identical to that going out. If a vehicle doesn't pass the emissions test with a glass pack muffler, it almost certainly wouldn't have passed with any other type of muffler either.

No Texas Law requires a muffler it doesnt matter wether its a flowmaster mffler or a cherry bomb glass pack i got two on my truck and passes inspection every year.

straight pipes are louder than glass packs at first, glass packs have glass wool inside to help muffle the sound, when the glass wears out they get louder, it also depends on the length of the glass pack. if you get glass packs, you can run the car for awhile and shut it down and then spray water in the pipe, it will break down the glass, it might not be as loud as straight pipes but it will give you a better even sound versus straight pipes, I have both and done both.
