Ignition switch or ignition lock cylinder? You won't find many people who will tell you how to change the ignition switch because that could be construed as hints on how to steal a Scout II. For either, I would recommend the service manuals from Super Scout Specialist, Anything Scout or Binder Books. If you own one and plan on repairing it yourself, the books will pay for themselves the first time you use them for repairs.
If it is cranking and not running, it is a 1975-1978 that uses a Holley External Ignition Module (AKA Gold Box, found by the hood latch). If the module has insufficient ground, or the key is left in the ON position with the engine off, the RUN circuit can and most likely is burnt. Replacing the burnt resistor in the module after careful disassembly could be a cheap fix and replacing the module would be best... making better grounds and remembering not to leave the key ON while the engine is not running.
Swapping it out for a Mallory Unilite would be best IMHO (also installing a circuit guard and ballast resistor... or a CD ignition module with the Unilite) would be a better choice. Fix grounds before even considering after market... steel conducts 23%, copper conducts 100% and rusty steel... does it even conduct? LOL.
