The whole headlight on these 03 silverado is not that hard to take it out. When you pop the hood open as you look on the headlight there should a long piece of tube metal that is holding the headlight onto your car. As I recall there shouldn't be any screws or bolts holding the headlights.
That is for headlights, not "Daytime Running Lights". Still looking for answer!

Running light bulb replacement is simple on the Chevy Tahoe. I just did it today on my 2000. Follow the easy and well written instructions in the vehicle manual under "bulb replacement". No tools necessary.
They should come on automatically when the vehicle is in operation. If they're not, you might have an electrical problem. If your vehicle is a U.S. vehicle and you want daytime running lights, you must purchase a daytime running lights (drl) module for about $50. and place it in the fuse area off the driver's side dash. Remove the hi beam module and then find someone with a Jeep/Chrysler computer that can flash your computer board and change the country code to Canada and voila, you will have daytime running lights.
If the headlight that runs through the modulator first is out then the daytime running lights won't work. Change the bulb and the daytime lights should then work.
u have a blown headlight. change both bulobs and it will stop.

Open the engine compartment hood. Take hold of the day time running lights connector. Push the connector in and turn at the same time. The light bulb will come out.
Basically, it comes down to the year of the vehicle, and whether it has "City" lights. Running lights (a.k.a. daytime running lights) can be an intergal part of the headlight bulb, meaning that it's the same bulb, as your low beams, just lower voltage signal. With city lights, you need a different bulb. Refer to a Repair Manual (I prefer Bentley [TM]).
Change light bulbs, they sell them at Wal Mart. Check relay and fuse in under hood fuse box. Fuse name DRL for day time running lights
I believe it is under the dash on the pass side of van. If your daytime lights go on and off when driving it you better get it change >mine went out the security light came on and would not start.
Because your daytime running lamps use a reduced output of your high beam headlights. The low beam filament on your left headlight is out. Change your left headlight bulb, and your all set.
Open tailgate. Remove 2 torx screws in side of taillight. wiggle taillight out, Remove hex screws that hold bulb assembly in taillight. change bulb, Reassemble
