The 1999 Honda Civic did not come with a cabin air filter, however there is a slot for one. It's behind the glove box.
Some owners have chosen to buy the frame, seal, and filter assembly from a 1999 CR-V and install the cabin air filter as an after market add-on. So, while it is unlikely your Civic has a cabin air filter, it is possible.
To remove the glove box, find the two screws holding it up by the hinges on the bottom. Once you remove those two screws, open the glove box and it will come right out.
The air filter slot is blocked by a steel bar. The bar has six bolts holding it in place, three per end. Remove these bolts to remove the bar and access the air filter slot.
There is a plastic door that hinges on top and clips on the bottom that acts as an access door to the air filter slot. Swing this door up to access the space. Now you will know for sure whether or not you have a cabin air filter and how easy it would be to install one yourself.
Once you are done, put everything back together in reverse order.
