On my 2003 Sienna, the fog lamp assembly snaps in from the front of the bumber. To remove the old one, disconnect the electrical connector from the bottom side of the lamp assembly. Facing the front of the fog light, use a flat screwdriver, slide it between the inboard side of the fog light and the bumper. Gently push inboard (by pulling the screwdriver outboard) which will release the fog light mounting peg from the bumper while at the same time pulling and rotating the inboard edge of the assembly out toward you. The lamp assembly will slide out. The new on snaps in by placing the outboard mounting peg first and rotating the inboard side into the bumper until it snaps in place. Re-connect the electrical plug. Additional info from mcisely: I have a 2004 Sienna and just now changed a fog lamp bulb. The above information is not quite correct for the 2004 model. The idea is similar, but the "fog lamp mounting peg" referred to above is actually a threaded post locked down with a 10mm nut. If you try to blindly / unknowingly force that with a screwdriver (as I *almost* did), you will likely break the peg and/or damage the fog lamp assembly. In addition, my 2004 Sienna has a plastic debris shield protecting the air space behind the bumper. There's no way to get at that 10mm nut or "disconnect the electrical connector" without first removing the shield. You only need to free up enough of the shield to get behind it. The shield is held in place with a series of 10mm bolts around its edge and (unfortunately) some plastic push-in fasteners. I was able to create enough space to work by just removing a few of the bolts while leaving the fasteners in place. Once you can reach in and get access to the back of the mounting peg, remove that stubborn 10mm nut holding it in place. Then follow the instructions above to pop out the fog lamp assembly. Once the assembly is popped out, look at the back and you'll see some embossed lettering that shows how to remove the electrical connection. There's a spring clip to free up and the bulb can then be replaced. Reverse all these steps to clean up... Once I figured out what I was doing it took me about 15 minutes to change the bulb. Now I see why the Toyota dealership wanted to change me $52 labor to change this thing. Why the idiots at Toyota would make it so difficult to change a bulb is beyond me. A few months ago I changed a taillight bulb in a Mitsubishi Galant and it took me all of 2 minutes, with zero tools. Also, do NOT buy the replacement fog lamp bulb from Toyota. I got rooked $31 for the bulb - when a simple Google search later showed examples for far less than $10!!
