Check out the FAQ for 2001 Honda prelude. The initial trick is to simply pull the electrical cable straight away from the headlight unit. You will see two prongs sticking out after you've pulled the cable off. The rest of the steps are pretty clear.

Yes you just have to change the headlights from a 1998 to the 1996 with the bumper change.
It will not fit directly, without modification... the 96-98 bumpers and 99-00 bumpers are different, as are the headlights and hoods
honda recommends 95 ron or higher..... though I've tried using 98 for 3 months vs 95 ron for 3 months as well and there was no significant change in power/mileage . so 95 ron.... 98 ron is just going to burn a hole in your pocket.
