Loosen the bolt that ties it to the wheel, with the nut still on the bolt tap it up with a hammer it should release without much effort, once it has released there is a clamping nut that keeps it in the rod, loosen, and count the turns as you unthread it. put the new one on in reverse order, no pounding is needed as the nut will pull it back into the wheel connection. Once you have completed this, it's time for a wheel alignment!

Would a 3400 engine from a 1999 Pontiac Grand Am fit a 2000 Pontiac Grand Am?

Why wouldn't it? There is NO difference between a 1999 and a 2000, as of right this second i have a 1999 Pontiac grand am with a 3.4 liter (what your looking at right now) and built it from ground up. I know plenty about cars.
